An RSS feed is an acronym for Rich Site Summery. Basically an auto generated XML document that allows other sources to read your content. So, in the case of tumblr an RSS feed can let other places read your content whether the person is on tumblr or not. They can read your content on any site which can read an XML doc like Google or Yahoo Readers.
